The
Footwear Industry in Vietnam is expanding rapidly and is recognised to be
one of the key industries leading Vietnam's economic development. It
already employs some 400,000 people and this number is expected to rise
significantly over the next few years. It is important, therefore, that
the industry can participate fully in the international market, for which
it will need to meet exacting workplace standards.
During
1999 a report was published on the use ofchemicals in the Vietnam
Footwear Industry. Commissioned by the British Government's Department for
International Development and supported by an alliance of the major
international sportswear companies, the report highlighted the need for a
comprehensive action plan to improve the selection, storage, use and
disposal of the chemicals used in the industry.
The Prince of Wales
International Business Leaders Forum was asked to consult with all the
interested parties - representing a wide range of interests, including
government, commerce, the Footwear Industry, worker representatives,
research bodies, health and safety agencies, multilateral agencies and
non-governmental organisations. The objective was to draw up a workable
action plan to improve working conditions in the Footwear Industry, which
would be actively supported by all of the interested parties. The
consultation process was carried out in September 1999 and a Proposed
Action Plan was published during October 1999.
On
7th December 1999 a launch Workshop was held in Hanoi. This
brought together the key stakeholders for consultation and sought to
enlist their commitment to participate in the Proposed Action Programme of
the Vietnam Footwear Industry - Business Links Initiative. During the
Workshop the Proposed Action Programme was discussed in detail and
welcomed by the Participants, who all expressed their wish to articipate
in it. This paper sets out the Confirmed Action Programme, taking account
of the findings of the Workshop.
