Commitment to Good Practice

One of the most effective ways for improving the working conditions is to receive the strong commitment from managements of footwear factories. This can be proved with their willingness to sign in the Commitment to Good Practice Agreement (CGP) with the Programme. This joint agreement is followed by a detailed action programme in an effort of making good all the shortcomings harmful to workers' health while at work. Being not compulsory as legal documents as they are, the agreement helps raising awareness on health and safety issues among top management and those in charge of this service within the company. At the same time, every worker in the company should acknowledge of their rights, i.e. working in a safe environment and being protected from harmful elements to their health and lives, and of their responsibilities in ensuring their own clean and safe working space without affecting others. The Commitment to Good Practice is, therefore, in a valid position to lubricate the information flow up-down and across the facility on OHS issues.

The principals of the Commitment to Good Practice Agreement can be listed as follows:

  • Employers pledge to ensure a safe and healthy working environment for their employees and comply with all applicable local health, safety and environmental laws and regulations;
  • Employers take all reasonable steps to avoid the use of hazardous substances and processes, where suitable alternatives exist;
  • Employers put in place appropriate safety procedures, equipment and clothing, to protect their employees;
  • Appropriate practices, regulations, systems and equipment are in place to reduce noise, heat and hazardous chemical fumes in the workplace;
  • Employees are kept informed on the Commitment to Good Practice;
  • All employees are kept fully informed and trained in the proper use of hazardous substances and processes to enable them to fulfil their responsibilities to follow regulations and procedures in maintaining a safe and healthy environment;
  • Employees are provided with adequate rest, sanitary and eating facilities within the workplace;
  • Workers are consulted by employers in regular evaluations of workplace conditions;
  • All factories put in place procedures to report, record and investigate all breaches of health and safety policy and regulations and ensure that steps are taken to rectify the causes of the breaches;

To date, the CGP Agreement has been bilaterally signed between the Programme and the management from 05 pilot factories, i.e. Barotex, Hanshoes, Chau Giang Co. Ltd., An Giang Shoes Company and Company 32. This demonstrates their willing to strongly cooperate with VBLI and acts as a driving force for further effort to make the working environment better and better.

It is expected that more and more inquiries from footwear businesses to sign in the CGP Agreement will be received by the Programme in the next time.
