Factory visit
and pilot project are imporant activities of VBLI. The Management
Committee members have already visited about 50 footwear factories in
Hanoi, Haiphong, HCMC, Da Nang, and Binh Duong. During the visits, the
taskforce discussed with the factory management about the availability
of carrying out pilot projects there. It should be admitted that pilot
project is one of essential tools to effectively implement the Programme.
These projects should be useful to the development of MSS and the
improvement of working conditions in the footwear industry in a very
direct manner directly.
To the end of the year 2003, the Programme has finished the
implementation of pilot projects in 05 factories, which were:

Chau Giang Co. Ltd. (Hai Phong)
Co. No. 32 (HCMC)
An Giang Co. (HCMC)
It should be admitted that great
changes have been made in these factories, with the technical advice and
support from the Programme so far. Relevant knowledge and experiences of
technical advisors and expert on OHS are of great value in these
projects. Useful and cost-effective guidance and instructions have been
introduced to them in dealing with even tiny mistakes and wrongdoings in
terms of OHS at the working areas. Considerably, housekeeping has been
well improved. Useful guidance taken to the managements helps them
rearrange the shopfloor, emergency system, machinery operation and
maintenance. Some progresses have been made with regards of chemical use
and storage.
In fact, all of practical advices, guidance and solution from VBLI have
been highly appreciated at factories. With that consultation and
concerned documentation the managers easily realize the needs to change
or to improve OHS plan at their factories. They all believe that with
such improvement, both workers and customers tend to satisfy with the
working environment therefore productivity will be be raised and more
contracts will be signed.
However, the local context of Vietnamese footwear factories is a little
different, that is, mostly processing for such partners as Taiwan,
Korea, Japan, so final decision on important points is up to these
partners instead of Vietnamese ones. As a result, it is encouraged that
senior managements of these factories, foreign partners if favourable,
join VBLI's forum to raise awareness and responsibility in a vision of a
better working environment for all employees, their strong commitment
would be the most welcomed.
From 2004 and forward, a new group of footwear and garment factories
will be choseen for carrying out pilot projects. This work will be done
along with the implementation of Commitment to Good Practice content
where the both parties mutually sign in the Agreement to commit to
continuously improve the working conditions for their workers. For
